When the three traitors defected from Soul Society, they took with them the mysterious Hougyoku. Unbeknownest to them, Urahara made a key for anyone who would try to steal the Hougyoku so they couldn't use it to it's fullest extent. Aizen has no way of using the Hougyoku any further than making Arrancar.
Before he left Soul Society with the ryoka, Urahara gave the key to the Head Commander. Because this key can be broken into six pieces, Yamamoto chose the most trusted/powerful/willful Third Seats in the Gotei to form a special new division, called 'Division X' to help safeguard the key. No one but the six, Yamamoto, and Urahara know about this new division.
Aizen has dispatched his Arrancar to the World of the Living and also within Seireitei to find anyone possible of knowing the Key's whereabouts and information.
